My comment:

I.V.A is a acronym for a Tax. (Impuesto al Valor Agregado) Tax over Value add to raw material so they became goods . It's a tax imposed over the merchandise, not over raw material. Responsible registered is the person who is registered over the Goverment Taxes Office responsible to colect the tax and then deposit the money for the Gov.

IVA is the abbreviation of Value-added tax or sales tax. When someone refers to a “IVA responsable inscrito”, that means that you should have to be enroll as part of a IVA contributor.
