This is dictionary literalism that unfortunately does not work in this case. The English context here infers that he is working IN Dallas, not that he is not. The English here is slightly idiomatic usage.

I can't agree. If you say someone is "based out of" such and such an office that means that it is their home office. "Fuera de" means "outside of" and that is not what is meant here. You have actually said that he is "based outside of our Dallas office," which is the opposite of what is meant here.
