Dado que se trata de um texto sobre medidas de segurança, penso que o titulo seja uma chamada de atenção para o conteudo do texto que se segue, que se dirige aos trabalhadores e os alerta para terem em atençao as medidas de segurança da empresa.

Por exemplo, neste caso em que o assunto e' engenharia, esta frase significa que se a estrutura estiver correcta e solida, o resto da construcao mesmo que nao esteja muito boa, vai aguentar-se relativamente bem visto ter bons alicerces, que sao essenciais para que o edificio se mantenha de pe'.
