The answer of David Moore  See profile was rated best

behaviour giving rise to complaint

My comment:

There are tooooo many ways to word this; what is the exact context?
One might write:
behaviour which has given rise to complaint;
behavious of which complaint is (or has been) made; etc., etc....
according to the EXACT context....

The asker's comment:

Thank you very much, David, for the different versions!
