The phrase translates to:
Then, slowly increase the umbrella's tension until 90% of the intended extension has been reached.
My references:
Interestingly, you see a double use of the word in different meanings. In its initial use, the term is "tension". However, when combined with "soll" "spannung" the accurate translation is intended (supposed) extention.
