Becerra's Diccionario de Terminología Jurídica Mexicana defines "Exposición de Motivo" as: statement of legislative intent of a particular statute.

Thanks your answer has been of a lot of help I did not find much information and this is a 30 page divorce case from Spain, but the Spanish is quite mixed up in terms it is a mixture of Spanish.
