Hi, I am a native speaker of Brazilian Portuguese (and I also have a degree as a Portuguese teacher), so I think I can help you with this question.
If you are referring to rubber bands (i.e. those elastic bands that we find among office supplies), you should call them "atilho de borracha" (singular) or "atilhos de borracha" (plural). If you are referring to another kind of elastic band (like a larger elastic band such as the elastic band on your pant's waist, or the one you use on your hair for a pony tail), then you could call it only "elastico" (with the accent, which I don't have in this keyboard).
Examples:
"My blue skirt needs a new elastic band."
"Minha saia azul precisa de um elastico novo."
In the office, for example:
"I need a rubber band."
"Preciso de um atilho de borracha."
I would need to see the sentence inside the context to be sure, but it seems that it refers more to a rubber band than to a larger elastic band (and in this case, it should be "atilho de borracha").
