My comment:

This title, left over from colonial days, is used only in Niger (and Mauritania), I would leave it in French, with a rough translation in parentheses.

Actually, my working translation was "Department Commander," but I like your suggestion much better. I also appreciated the historical commentary as I'm a bit of a history buff, having abstracted multiple multi-lingual history journal articles over the past few years.
