The "Eheberatung" is DEFINITELY wrong - in the PDF file linked below you have to make sure you understand the various abbreviations used in this document issued by the German Embassy in Manila. The abbreviations are explained in the same document.

Key abbreviations - as they appear in this document - are:

CENOMAR = Certificate of No Marriage i.e. CE(rtificate of)-NO-MAR(rriage)

CEMAR=Advisory on Marriage (the abbreviation would mean CE(rtificate of) MAR(riage)

and that is a Heiratsurkunde
