My comment:

No sé si "noted" es el mejor verbo (quizá "been shown", "made note of"), pero la estructura de la frase es ésta para que fluya con lo anterior. Por lo que entiendo, en el acta de matrimonio constan inscritas (recorded herein) las partidas de nacimiento y los oficiales han visto que constan.

constar escrito: to be recorded in writing, which in English just becomes were recorded.
