Context:

En cuanto a lo segundo, siempre iba a hablar con su jefe primero. Intensamente. Eran reuniones que nadie sabía que se llevaban a cabo. ¿Que sería de sus vidas si alguien se enteraba de lo que hacían en la oficina cuando todavía no había nadie?

as for the second issue, he/she always went forst to talk to his/her boss

My comment:

Souns to me like there was a previous mention of, at least, two issues, and this paragraph deals with that particular second. I use "the second" for I don´t know if there is a third, or other issues. If it were the last item of a list of issues, you might want to use "the latter".
