My comment:

Souns to me like there was a previous mention of, at least, two issues, and this paragraph deals with that particular second. I use "the second" for I don´t know if there is a third, or other issues. If it were the last item of a list of issues, you might want to use "the latter".

"A lo segundo" normally refers to somethinng abstract, contray to "al sgundo" which refers to a man. Besides, there is a kind of oxymoron in the juxtaposition "lo segundo/primero". If I'm right, I suggest:" secondly, he/she would go and speak with his/her chief first (thing in the morning)."
