Context:

Financed and managed by the state, and therefore crippled by debt, the opera house — like so much else in Italy — had been a jobs-for-life trade union fiefdom.

My comment:

I think jobs-for-life is an ironical parody of"struggle for life". Along with the word fiefdom, the sentence is a satire of trade-unionists who don't realise they contribute to the bankruptcy of the companies they work for.
