Juzgando Tercero de Primera Instancia

Context:

"En cumplimiento a lo ordenado por el Juzgado Tercero de Primera Instancia del Segundo Distrito Judicial en el Edo. con residencia en esta ciudad..."

Target: American English. I was thinking on "First Instance", but that's for British English documents.

What do you think of "3rd Lower Court"? Any other suggestion? Please help! Thank you :).
