My comment:

The term “signaling behavior” is strictly related to US antitrust legislation and has no direct equivalent in French law (actually in European law in French). However, there is a similar clause which uses the expression ”échange d'informations”. My suggestion for your translation is “échange de signaux”, since it applies only to US law..
