I'm not understanding this whole phrase, or really just how to render it in English

Or excluding the charges, ...
The aforementioned expenses are capitalized...
A quelque chose près = sans compter ce quelque chose
For "ayants droit", there are different translations depending on exactly what they're entitled to, but that should be easy to find according to the larger context.
