My comment:

'Expert' is not a term you can use in English to denote a formal qualification, which a German Fachmann is (at least in this context!). 'qualified' is used in fields where there may be some ambiguity (e.g. a physicist is a physicist, but an engineer - or a hotelier - may or may not have a formal qualification).
