Dies ist KEIN korrektes Deutsch!
Bei DER Reform DES ... müsste es heißen. "Reform im Herzen" - was soll das sein??
"Nachsteuerbarkeit" gibt es - jedoch in Steuer-Angelegenheiten, NICHT bei Steuerungen oder Kontroll-/ Änderungsfunktionen, die hier vermutlich gemeint sind.
Ich würde nach dem ORIGINAL-Text fragen, damit man den Sinn
