It's a kind of vegetable beef soup with pasta letters. Campbell makes it. I'm pretty sure the expression is used as an analogy. It means he jumbles words (letters) up and makes no sense with what he writes in the newspaper.

sopas de letras is a type of a word game where in an apparently meaningless group of letters you have to find and hidden words (horizontally, vertically etc). Other types of those games include simple Crosswords, Jigsaws, Puzzles, Word Puzzles.
