In North America we usually understand under relocation that one has to relocate i.e. move. Meaning packing his bag. We do not know if he is relocating meaning moving to another town/country. He is just being "entsandt".

Well, he was for sure not promoted because it does not state that he was befoerdert. He is just working in another area within the company. So you could say he moved but he really did not get promoted.
