The context is verry clear: whitout frontier-bariers (that means: material and artificial obstacles betwenn nationsa and peoples. "Whitout bariers" do not exclude your "oprelisti" ( which can be "natural grown as moral, cultural, legal, mental etc ones). On a second thought, I completely disagree with your previous comments. You may see the keywords include the notion "immaterial". So this is exactly what I rendered, whereas your "bariere" can be very material as well (as in barrier, fencing, grating, turnpike, toll gate, etc.)
