My comment:

This expression comes from Ann Landers, an advice columnist here in the States who died a couple of years. It was always said in jest.. meaning a punishment...but not really. The other answers don't convey the humor at all. the idea is that the wet noodle is sloppy, soft and doesn't hurt.
