Possible, but I am uncomfortable with it. This just doesn't like a sentence written by an English-speaking lawyer: 1. forming the elements of - this would normally be phrased something like 'being the essential constituents of'. 2. rule - this is more likely to be 'regulation', especially if it's a superset of 'provision'.
