This precedes the 'preter main forte' in the sentence, so I think the meaning is that the officials are asked to be ready to deploy police if they are needed

Barbara, this is a standard setence in Haitian legalese, and this is the way I translate it:
IT IS ORDERED to all bailiffs so requested to implement the present judgment, with assistance of all Officers of the Government of the Civil Court; to all Law Enforcement officers to provide their powers when legally required.
