traktandieren normally means that a particular matter was or will be made an agenda item... I think that in this context it means establishing the agenda for the meeting.

My comment:

A "Traktandum" in Swiss German means an agenda item. So I reckon that "Traktandierung" means the establishment, presentation to the meeting and approval by the delegates of the proposed agenda and its items. I hope this helps.
