Based on my research, it seems that something should precede "a efectos de". Notwithstanding, I am leaving you with a dictionary example of that expression that may prove helpful to you:

Estos gastos se admiten A EFECTOS DE desgravación de impuestos. [These expenses are tax-deductible.]

It's the only example with a noun after that phrase. The other example is with a verb after it:

Se trasladó a Bruselas A EFECTOS DE firmar el acuerdo. [She traveled to Brussels IN ORDER TO sign the agreement.]
