Whoever wrote this seems to like complicating things. Prise d’accès is not normally used in this context, and non perforante is also somewhat pompous here. So let’s translate into plain French first: L’accès à la roue de secours ne doit pas se faire à travers la peau d’insonorisation. In English: Access to the spare tire shall not be through the soundproofing material
