In the context of label use for veterinary medicines, I assume the meaning here to be "re-designation" of label, currently used for one product, so that it may be used for other products, hence "extra use".

My sources gave 'rededication', but EuroDicAutom gave 'change of designated land uses', which seems to imply it has something to do with a change in intended use.
