Can we make an apointment shortly for a phone consultation/to talk over the telephone? (or possibly: for a conference call)

My comment:

I think you'd want to make clear that this is a request to make a date for a telephone conversation, or possibly for a conference call, depanding on the context, and NOT announcing a call to set up a generic appointment.

I've wondered about this before now - is it a question of making an appointment by phone or fixing a time to have a (more extensive) conversation on the phone?

It's definitely to make an appointment on the phone to arrange a date for a meeting to have a more in-depth conversation.

Sorry, Nicola, that's wrong. "Telefontermin" is a "date on the phone", a fixed appointment for a telephone conversation - no personal meeting involved at all! You can have such with lawyers, teachers, doctors (e.g. for test results), all kinds of managers, representatives, officers, PAs ... that's ordinary business. Today you even have chat appointments in selected chatrooms, with or without webcams, as an alternative to video conferences. The trend clearly goes towards less personal contact, unfortunately.
