Sounds like a job benefits and that's why I precised "monthly" because Parisian employers, sometimes, offer to pay the orange card (pass for Metro, bus & R.E.R) for their employee, in full or 50% of its cost.

la carte orange n'est pas seulement utilisée pour les transports, elle fait bénéficier les retraités de tarifs spéciaux pour différentes activités également : entrée de Musées, de Parcs, piscines,abonnements dans bibliothèques et autres.... au même titre qu'une carte d'étudiant (student card)
Le mot "pass" n'a pas ce sens , il implique un voyage, un trajet seulement ou un ticket (à tarif réduit ou non) spécialement délivré pour une occasion "boarding pass" par ex.
