The public prosecutor and the attorney give their opinion about the case and the judge makes his/her decision at the end of the hearing

I am pretty sure that this is what it means, I translate a lot of this type of document. It is a fairly common term used in legal proceedings.

My references:

Inews.bbc.co.uk/2/hi/africa/4487756.stm - this page talks about a court decision ruling in favour of same-sex marriages, in the sense of allowing them, but it can also be used to indicate the court's decision in terms of recommendation.
