I'd say that depends whether you are looking for an AE or BE translation, for BE, I'd suggest the other translation ("minister") too

Seems to be the most common term, although there are a couple of variations: Minister of Environment and Forestry (cf http://www.iisd.ca/sd/sdyao/13oct.html) and Minister of Forestry and Environment (cf http://www.iisd.ca/sd/IGMkinshasa/)
