My comment:

I agree largely with David, but recall from my civil service days that "Titel" is also used as a subdivision for administrative purposes (for correct assignment of payments). Would that be a section or (sub-)division in English?

My comment:

I almost invariably use "Item" for "Position" or "Titel" in lists such as yours sounds as if it is.
