As far as I know, the term "Small-Min" is generally used to refer to a small-sized text font in graphic applications.
In the present context, I suggest this refers to a small font size advised for use in an Excel sheet, presumably to make the text small enough to fit into a column.

My references:

Small min
This size is fixed at 10 pixels across platforms (cf. Mac 10 pt.) in CSS browsers. Due to a bug in Netscape 4.x, it appears to be 9px in Netscape - the minimum legible size. Use for space-critical small labeling. It is not user-scalable in CSS browsers, so may present legibility problems. It does not print legibly in IE3. Use with careful discretion. A sans-serif face strongly advised. The markup required to produce this effect is as follows: <small class="min">text</small>.
