To make it aound more marketing -like.

BTW "Gutes kann so billig sein" sounds somewhat strange in German, for "billig" also is used to say something is of low quality.

Unfortunately, PERSIL has already occupied the alternative "Gutes muss nicht teuer sein", which sounds a lot better.

This is simply "good" as a noun, i.e. that which is good. This is an advertising slogan to convey the idea that quality need not be expensive, and that's how I'd translate it: "Quality doesn't have to be unaffordable", perhaps, or "Lots of quality for a little price".
