Dear Chaity, I believe saying "working on request" is too formal and communicates a rather orderly form of organization. From the keywords I get a different impression as to what is intended. An expression I heard in one organization for this type of "organization" was the expression "Hey You Organization" and means you assign anything to anyone who comes along. For that matter "Hey You" could workd as well. But I think we need to allow the translator to see what works best ... and maybe it is what you suggested. Most important is that it helps the guy/girl who asked the question.
