Your assumption seems to be correct (although, as with so many legal notions and concepts, the exact meaning may vary, if there is an equivalent at all).

Yes, I'd probably translate it this way even though technically "Tribunal" is the Court, not the Justice himself (that would be "Juge de Paix"). Given the context I wouldn't search too much further as this is the meaning.
