My comment:

The "recorder" is the head of the county office where records of property deeds are kept. In the Mexican Código Civil, the head of the corresponding office is called the "Director del Registro Público de la Propiedad". The "recorder" is also the "assessor" who is in charge of determining property value and the corresponding property tax, so in Spanish that would be "tasador".
