Very formal:
Dear Ladies and Gentlemen ... (as in a formal - verbal - address at a dinner),

The following versions can be used in singular or plural - depending how many you intend to address.

Common in letters:
Dear Sir,
Dear Madam,

If you are not sure whether you talk to more than one or whether male or female, it would be :
Dear Sirs or Madams,
