meets +/- ((plus minus))

Context:

This shipment meets +/- (plus/minus) mandatory guidelines for both size breakdown and quantities per color for the included mpso (must purchase order)

Does this +/- refer to "meets" (so it does not meet them completely) or to "mandatory guidelines" (so they are not so..."mandatory")?

My comment:

What the plus/minus means is that there is always a variance allowed and still meet the requirements... for instance when you get liquid containers that are labeled containing one liter... they are actually allowed to be within a range +/- a percentage. In the case of the shipment you are translating it may refer to the breakdown by colors they should have for example on a 1,000 pieces... 250 red, 250 blue, 250 yellow and 250 brown... the guidelines will say what variation is acceptable... so say you get 251 red and 250 blue and 248 yellow and 251 brown... that may still be within the guidelines if they were allowing +/- 2 units.
