That's what it means. The French Baccalauréat requires a mandatory PE test, but students are classified in 3 categories: Apte, Inapte, and Handicapé. Apte is for most everyone, i.e. you have to take the test. Inapte is for those whose doctor certifies that you are unfit for the test. Handicapé is for those who are fit for a special test adapted to the specific handicap.
