Hi Angelika,
I'd only replace "emergency" with "auxiliary - Rupert's solution "damper register" is absolutely the term you are looking for.

Although I like the "auxiliary damper register" option, I will go with "emergency damper register" in this case as the document in question specifies several backup options and the device in question is for emergencies, i.e. when the regular devices fail.
