The TCO layer transmits (OR is transmissive to) green laser light...

transparent (as below) may be OK too –
The TCO layer is transparent to green laser light...

Maybe the strict difference between the two is whether the TCO layer just allows the passage of green light through or whether it relays it by some means

"durchlässig" is probably more consistent with "transparent" of course, but as to what the actual physics is...
