The question is more about "des armatures" than the "mise à la terre"? For safety reasons if nothing else the casing/framework and other metal elements will be earthed/grounded. In a power station (again ultimately for safety reasons) one end of the generator windings will be connected to earth/ground. The way it talks about "armatures" and "tout autre élement métallique" I would think it is referring to the casing etc but possibly only more context can verify that notion.
