After googling "verschuldensunabhängig," I came across my first suggestion at http://www.proz.com/kudoz/german_to_english/law_patents/5157-verschuldensunabh%E4ngig.html and the second being "regardless of culpability" at http://de-en.dict.cc/german-english/verschuldensunabh%C3%A4ngig.html.

There is another translation of this word within the comments on the Proz address. Hopefully, this is helpful.
