Wikipeadia has an entry on VITAL STATISTICS where you can flip between English and German (where it is called PERSONENSTANDSBUCH)

In Deutschland nennt man die dafür zuständigen Beamten die STANDESBEAMTEN (sie sind nicht nur für Trauungen zuständig)
