GPS units tend to come with a suction cup (not cap) for attachment to the windscreen. This is illegal in some jurisdictions, and may also put the unit too far away to see and operate. The suction cup does not attach well to most interior surfaces, so a flat plastic plate with strong glue on the back is often provided. This plate can be attached to the dashboard in a suitable location, allowing the suction cup to attach to it. There's a number of ways to describe these things, but bilholder (in-car holder) for dashbord (for dashboard attachment) med sugekopp (with suction cup) og dreiebrakett (with swivel bracket) pretty much covers it.
