My comment:

I don't think it's necessarily cusp, you would have to consult Russell Grant re this! but "carre" definitely means "squared" at a degree of 90 (also known as an aspect as Joelle so correctly said), I don't think it is necessarily the cusp, google it on a specialised horoscope website

My comment:

It is an astrological concept. A "square" is a kind of "aspect" in astrology and refers to the respective positions of two planets or star signs (in this case, Neptun is 90°).
