I think this is taken from a verse from Victor Hugo's poem "punishment" written against Napoleon III. The poet affirms his determination to fight against what he considered a usurper and dictator.

The last verse of 'Ultima Verba' says..'if there is only one opponent, it will be him' and he kept hiw word till 1870
