My comment:

balneatore = gestore di stabilimento balneare

Stabilimento balneare può anche essere reso come "beach establishment".

Lo Stato dà in concessione la gestione di queste aree di pubblico demanio per periodi piuttosto lunghi. La spiaggia con ombrelloni e lettino insomma non è proprietà di un privato, ma dello Stato che però per così dire la "affitta" a un privato che deve averne cura a lungo se vuole sfruttarla a fini economici. Per questo motivo in questo caso non è corretto tradurre "gestori" con "owners" (non sono i proprietari), ma piuttosto con "operators" o "managers".
